Request

I wish to submit a request for some of the organisation’s information around the internal plans and strategy documents around ICT.

The ICT documents I require is the 2019 – Onwards. If any of the documents is for example 2017-2020 please make sure that this is the 2019 version of the document. Or the most recent update.

I wish to obtain the following documents:
1. ICT/IM&T/IS Strategy- The IT department strategy or plans, highlights their current and future objectives.
2. ICT Org Chart- A visual document that present the structure of the IT department, please include name and job titles. If this can’t be sent please work towards a structure with job titles.
3. ICT Annual or Business Plan- Similar to the ICT strategy but is more annually focused.
4. ICT Capital Programme/budget- A document that shows financials budget on current and future projects.
If some of these documents are not valid, please state when the 2019 ICT documents are planned to be published. Please do get back to me if you have further questions or feedback.

We can confirm that The National Archives (TNA) holds information relevant to your request. We are pleased to be able to provide some of this information to you, which you will find below and in the attachments to this email.

We are unable to provide you with some of the information you have requested because it is covered by the exemption at section 40(2) (personal data) of the FOI Act. For further information about why this exemption has been applied, please see below.

Attachment A is the current IT Strategic Plan containing annual objectives.

2. ICT Org Chart – A visual document that present the structure of the IT department, please include name and job titles. If this can’t be sent please work towards a structure with job titles.

We are unable to provide you with this information because it is exempt under section 40(2) of the FOI Act. This exempts personal information about a ‘third party’ (someone other than the requester), if revealing it would breach the terms of Data Protection Legislation. Data Protection Legislation prevents personal information from release if it would be unfair or at odds with the reason why it was collected, or where the subject had officially served notice that releasing it would cause them damage or distress. Personal information must be processed lawfully, fairly and in a transparent manner as set out by Article 5 of the General Data Protection Regulation (GDPR).

In this case, the exemption applies because release of this information would identify junior members of staff. Releasing personal information about junior members of staff, who have not given express permission, would be unfair, as there is no expectation that this information would be released into the public domain. This would be in breach of the data protection principles and therefore unlawful under the Data Protection Act 2018.

It is standard practice to withhold the names of officials below Senior Civil Service level. However, to aid transparency of how our organisation is structured and run, TNA publishes the names of senior staff members (down to the level of Heads of Department) on our website. We do not hold a document of the current IT organisation with just job titles.

3. ICT Annual or Business Plan- Similar to the ICT strategy but is more annually focused.

Annual objectives and plans are contained in the attached Strategic Plan (attachment A).

4. ICT Capital Programme/budget- A document that shows financials budget on current and future projects.

Attached B is an extract of the current Operations Programmes Board tracker showing financial information for capital IT projects against current and future projects. Information out of scope of your request has been removed.
